The 302 on our 70 does that, You cant move it unless you are hard on the gas or wait till the engine warms up a bit. It has a motorcraft 2bbl.

  Sounds like a mis-adjusted choke, a bad choke coil or fast-idle cam not set

  with a mechanical fuel pump... All summer long, it runs GREAT. When it gets
  cold and damp out, however, it runs like kaka until the engine gets up to
  operating temperature, and even then sometimes runs crappy... It won't
  idle, I have to keep my foot on the gas a little to keep it from stalling,
  and the engine has less power...
